WDT:Democrats hope to fill county clerk post

It is the same old same old, let's not put the best qualified person in the job, let's just roll the political dice.  The Democrats on the county board are willing to lose thousands of dollars generated by the County Clerk's Office by appointing someone with no experience as a county clerk.  Someone that does not know the internal workings of a multifaceted office...an office that supervises the Motor Vehicle Offices, County Records, Pistol Permits, and recording all Legal Records.  I do not know Gavin M. Regan, but he is the possible democratic candidate according to party officials.  The ground work has been set by Senator Ritchie and her First Deputy Clerk, MaryLou Rupp, so why throw a winning hand in. 

Down a County Clerk and a DMV line employee the County Legislators voted to table the DMV clerk fill, while filling multiple other county positions.  Why???? They will continue to play politics, which will lead to losing the dealerships registrations.  They require a 24 hour turn around on new car registrations which amounts to about $10,000/month in revenue for the county.  It is time to keep the County Clerk's Office running and time for the political games to end.

I disagreew with your concept of the clerks office..
This is a two sided political game. Both parties are playing and the only thing stuck in your craw is the fact the Donkeys hold the trump card right now.
To shorten my thought to fact, its the governors choice what to do not the legislators.
The GoP wants to give Rupp an advantage the Dems want to give someone affiliated with them the advantage. Rupps experience in a setting of an unchanged office is superior but her management skills would be in question.
If thing remain the same as they are she would get my nod but the Dems claim they have someone qualified so its their call.
Through all of this whining it seems the present staff is saying if Ms Rupp dosnt get the job whoever gets it will have to do everything and make every decision based on the way things are done now. They know their job and how it should be done. It will be up to any new person to coordinate this team much as Ms Ritchie did.
To think an appointment is only a figure head then I would have to say this. The head of Doss has abosultley no experience in Socail Serivce law but is doing a great job.. Hes appointed.. Peter Phalan was appointed from his last job in probation to head of socail service again no problem and no experience.. Mr Boulia of personnell was hired over several employees that were on the job .. Im not sure of his expertise.. Mr. Crowe was hired as County Attorney when in fact you already have competant assistant county attorneys on the job..
Quit whining,, its what it will be the Governor will decide in one way or the other..
Nancy Martins statement about firing the Deputy clerks has nor Merit at all. It could be done by Ms. Rupp also if she were appointed the job..

Are you saying the County Clerks office is not running properly. Why? Ms Rupp was appointed Deputy clerk to see that it was run right in the absence of the County clerk... Lets say Pat Ritchie was out on extended sick leave and would return. Ms Rupp would have to operate the office short for a period of the sickness. Whats different now.. Thats why she took the deputy clerks job. If she cant forfill the obligations of the office she should step down.
Its obvious to me that Ms Rupp is not competant enought to run this office in hard times so step down and Ms Streeter could do it.

Political appointees have happened for years. Whats different now? Ms Rupp apparently wants the job full time so she should run in the fall elections. Oh my I guess the election process started now and she may be at a slight disadvantage.
I thinnk our board of legislators made the right decision to put any hiring on hold until the Governor makes his decision..
This entire problem sounds like Jim Regan stiring the pot for Pat Ritchie... Ritchie got what she want keep her nose out of politics in SLC.

Wow you are amazing.. Just throw out the democratic process.
I believe you are guessing who is the most qualified paerson.. What would you base this opinion on? Nancy Martin?
What gives Ms Rupp the reputation of being the best person for that job?
We dont even know who the Democrats have in mind so that opinion is a little off base right now... In my opinion theres at laeast two present employees of that deptartment that are more qualified they just cant afford the expense of running for office in the fall.. I guess thats her qualifications.
Most people wouldnt make sucha statement until they gave someone a chance.
Lets wait until the decision is made by the law and give that party a chance.. Any chaos in that deopartment would be the fault of the present employees and no one else. I am guessing that most of them are more proffessional than that.
To say someone cant do a job is quite ridicoulous...

I read the article in the WDT and the article in the journal.. They are identical..
There are seven Republicans on the board of legislators and eight Democrats on the board of legislators.
Voting not to fill and table filling Rupps job makes sense as the Governor will undoubtly make an appointment for that position. That makes sense as if someone is hired and the Governor makes it an outside appointment that person would only have to be laid off.
Not until November will we have a true County Clerk chosen by the people.
This is really too bad that Nancy Martin chose to make this a political issue.

Nancy Martin, Republican Chair or Mark Bellardini, Democratic Chair are both making issue out of this appointment. This will be the governor's choice and we will all have to live with it, if he ever makes it. Mrs. Rupp, 1rst Deputy Clerk, is currently running the entire Clerk's office after Senator Ritchie won her election. Mrs. Rupp was appointed Deputy Clerk by Senator Ritchie because she believed she could do the job in her absents.
The position they did not fill was a Motor Vehicle Clerk's job that are crucial in keeping pace with the car dealership regulations. I did not understand this decision by the county legislature, since they were filling other entry level jobs.
It appears 1rst Deputy Clerk Rupp is in for the long run. This seat will be decided in November and then we will have the real County Clerk. If someone is appointed they will have their hands full, you know Senator Ritchie will support her 1rst Deputy.

Poly is correct its the Governors choice. Ms Rupp was appointed by County Clerk Ritchie and is expected to do the job.. All dept heads including Pat Ritchie have had to experience running the offices short handed. If Ms. Rupp is whining about it she should resign step down and let Ms Streeter to the job. Running short requires tough decisions like not allowing days off, canceling vacations and not allowing abuse of sick time to prove a point. If she cant do these things she shouldnt have the job.
As far as an appointee its the Governors choice. If its an outsider he will have to win the election in the fall to keep the job..
Its actually all about using this position to give someone anyone leverage and a better chance in the fall.
Ms Rupp should ask to bring back a retired deptuy clerk for a while as Patty did while campaigning at our expense.

Poly I agree with your entire point except the entry level job filling.. Why would you fill a job that might have to be done away with within days? If the Governor makes an appointment then Rupp will be put back as DMV clerk. What do you do with the new person?
The only way the job should be filled is if the Governor appoints her to it which I doubt. Talking about politics Rupp and Streeter are the deputy clerks. Streeter has much more general knowledge abot the running of the office. She is just not connected to the right Republicans and the money.

Pattie spent the last year in that position running for political office and somehow the world kept spinning.
The rules and tradition say the Dems pick the next person. Fine by me. It is as fair as the Insider trading , office politics that the writer of this article proposes.
Elections have consequences. This is a ripple effect. As good as the good ole boy network from the DMV.

The previous blogger tells it the way it is.. Ritchie spend the last year campaigning and the office ran very smooth..
Is Mrs Rupp complaining? Why wasnt she complaining when Patty was running for office and often absent during the last months.
Does this woman want to perform the job get the pay but be treated differently ? If any of the above reasons has brought on this nonsence than she should step down.
This is tradition and the law and the only ones complaining are Nancy Martin, Rupp and a very few GOP supporters of her appointment.
If she wants the position she will have to earn it in the fall the same as anyone who is appointed.

I dont think Ms Rupp is complaining too much. I think its more Nancy Martin making the waves. Certainly we do not want to hire anyone new until the Governor decides who will be the clerk. Politics is nasty and it hurts when your in the minority Nancy so suck it up and quit crying.. If Rupp is crying, then just give the job up.
Remember last fall Nancy gave us Forsythe who was a total disappointment. She gave us Doheny who we all saw through as a phony rich guy with an agenda to suite himself not us.. She did get Patty buy us so Patty in order to stay you have to come through for us.. Remember when she almost gave us Nicky Vaugh.. Then he got caught copying Doheny letters to the Republican party and we saw what he was almost about.. Comman Nancy give it a rest..

Actually Ms. Rupp would have been Pattys second choice so she kept out of the politics of running. The other deputy clerk bowed out even if she is more qualified than Rupp. The GOP made their choice for them...
