Looks like City Council would like to release the report on how the Knox Street property was managed. The Wladis Law Firm indicated in the Journal article, paragraph two that most of the report created by City Attorney Silvers was protected by exemptions in FOIL Requests. Third paragraph states "There is nothing in the report that jumped out at me as something that the city could not release." I am not sure who is saying what.
You would think our City Attorney could have advised council if the report should of been released. We can spend $195.00 to hire Wladis Law Firm because Silver disqualified himself.
I have to agree with Mr. Freeman that the FOIL (Feedom of Information Law) request was not handled properly, almost like the Knox Street property. Hopefully this issue can be put to rest and we can concentrate on the quality of life in Ogdensburg.

I believe Nelson had the report leaked to the press to keep the crowds coming and keep the interest up... Have you noticed Mr. Rose is not there any more as he was conned into voting Nelson.

I cant figure out why this issue is still alive. If they are going to fire him then do it.
I am going down and review the documents in person. I understand now what is being said about the entire thing.
To me the manager was neglectful but not totally at fault even though Morley wants you to buy into that.. Bottom line is there was some time line supervisors insubordanent and neglectful. Morley states the buck stops at the manager. I agree. However Phil Cosmos role in this deserves severance also. Woods should have been fired but in order to please Nelsons political agenda Sciorra held off..
Regardless of how you feel you must look at the entire picture and I see some legal litigation coming in the wake of this event. I believe the City will be sued by at least two of the players in this..
Its still laughable . I agree that the issue should be discussed in public by our councilors. I want to hear how our leader think individualy. I want to hear about the records that were alledgedly changed. I want to hear why Phil Cosmo isnt insubordent and part of the blame. I want to hear how Gebo isnt negligent in this issue also.. Afterall Gebo regardless of his santions with the NYS bar association was appointed by Nelson to be a part time judge.
I want all of the above but also I want this issue laid to rest soon. I dont care who leaked the report, but I also think if I was pointing fingers it would go at Nelson, then Vaugh then Sciorra then Skamp then probagbly Powers.. Powers seems the most interested in finding out who?
Who cares who leaked the super secret report. Art Sciorra is a liar and has no business being a city manager. He lied to the Wade Family, and many others. Let him use his own money to take legal action. You will find out he has no back bone and no legal recourse. The city Charter is very clear on this issue.
Art Sciorra is toxic to this city's gouvernment. He has to be held accountable for his lack of ability to be a CEO.

So as you see folks Art the idiot will retire in Ogdensburg. An remember if you talk to Art make sure you have witness.
The report is such a damn sham to begin with. Everyone knows that Art lied to the press and didn't want to inform council until he had to. But we're almost certainly stuck with him and his cheese plant, 600,000 emails, fantasy defense jobs, fantasy town houses, etc. until he wants to retire. It just speaks so poorly of our city that our elected officials are content with this moronic, self-serving clown.
Knox Street and the NSP programs are no big deal. The big deal is that Art actively avoids council oversight whenever possible and then assigns blame to his inferiors. Rather than worry about who said what when, we should reflect on the fact that Art didn't say peep about Woods's insubordination on Knox...because he preferred to avoid transparency and accountability and checks and balances.
1136 Oh your so incorrect.. Woods situation was taken to council as early as May and discussed. He asked their feelings about firing woods but got their blessing.. Then he recieved a phone call from William Nelson asking him to hold off.. Nelsoon wanted to avoid any friction when the democrats and independants were gathering petitions.. This is on Nelsons back..
This is on the backs of everyone sitting on that council. It is easy to point fingers but they all hold the responisbility of being accountable to the voters.
They all failed from Shoulete that changed his view when Nelson wanted Art out...from Mr. never had a clue Vaugh...to skamp I think he is a great guy...Morley not following through on his questioning of Art...to Ciley it has nothing to do with the OVRS, so I do not care...on and on.

So wrong? The issue goes back to 2009 but Art didn't mention it until 2011. And the "insubordination" that Art brought to council related to NSP, not Knox. Art told council that Woods was "moving" grant money...a meaningless statement to anyone who understands how grants worked...but not to the dupes on CC.
Art's insubordion claims were that Justin was illegaly moving Main St funds. That was completely discredited by the NYS Office of Community Renewal Monitoring Report that said the program found the program in compliance w all regulations and stated that it was well organized and executed. Foil a copy of report.
