Journal:Unidentified Man Causes Stir At City Hall Thurs.

Something to look forward to
With the number of individual walking the streets, those that appear homeless, those released to the community by SLPC, or riding bikes in the middle of winter this type of incident seems inevitable.  Talking in a mannor which did not make sense and becoming irate are two different things but sould be investigated.

Government offices should be open to the public and safegaurds should be in place to prevent work place violence.  It appears that all the offices that handle money are locked and the individual appeared to be concerned about living with homeless people.  It is apparent, if you drive down Ford Street, that these individuals are on the streets of Ogdensburg everyday.

Your correct in your comment they must be investigated. The ladies involved had a perfect right to inform the authorites but the part I am confused about is as follows.
The person was gone upon the arrival of the police. Upstairs there are two or three court security people who are trained police officers. They should have been called if he caused this much concern. Not to intervene but to be on hand if something had happened before the police came.My concern is Were they called and didnt respond? Was it handled like its not my job? If this guy would have gone off would they have helped out or would they have waited until the body count to help? How long did it take the police to respond? ;What matter were they handling that wouldnt allow immediate attention First and foremost I dont think the court security was even called for assistance. Why? If this was that threatning they perhaps should have been. Some sort of procedure might be put in place for future incidents of such. I,m not critizing anyone I beleive its a lack of procedures that needs addressing.
If court security didnt help out I would have to question why? The court is part of City Hall and any issue that compromised City Hall would be a compromise to the Court.

You can blame whoever your heart wants. The Court security is there to be called upon.
Procedures need to be in place. Perhaps a video camera in the halls downstairs would help somewhat to identify whoever isnt there when police arive. Depending pon the time of day our local police have a habit of being at Donut King all to often.
Again policy and procedure should assure us a quicker response to things like this... I know just a while ago a man had checks stolen from his house and went to the police. No one at all was available to take his complaint so he stated he would take care of this matter.
This I say. I dont mean drop any thing important like an investigation but if the officers are having coffee or lunch they should drop that and respond immediately.. However this is not the case.
