It is well known in City Hall that Art didn't do a damn thing without Bill Nelson's approval until a few months ago, when the relationship between the two soured. If you want to get to the cancer that is eating this city, look past Art Sciorra and see the puppet-master behind him.

that is NOT enough at all. You've been there for yrs and the following systemic problems ARE NOT resolved



1. Only 27 % of the assessed valuation pays property taxes -- DO something to increase that to at least 50%

2. Stop playing political shell games with the budget . You all brag about keeping the tax rate stable BUT you raised the WATER and SEWER fees EVERY yr instead of cutting the payroll and outside agencies.

3. Drug related street crime and violent crime is increasing and citizens do NOT feel safe on the streets at nite - Yet the City mgr's bogus citizen survey ( ONLY 400 people are surveyed ) says other wise /BTW i've lived here 40 plus yrs and have NEVER been surveyed . So it must be synchophants who get the questionaire.

5. Bring more private sector employment. Most have left town.

6. Neighborhood deterioration has NOT been effectively addressed or solved. Sub standard housing units and especially rental propertied must be kept neat , clean , NO parking on sidewalks in front of them , no garbage all over the place --etc

7.Murders committed in January have not been solved.

Would you like any more specificity as to WHAT YOU ALL SHOULD BE ADDRESSING and ensuring that the city administrative staff must be SOLVING ?

So while what your list is a mininal beginning for public service it is too generic and does not solve any specific problems -

We voters EXPECT these long standing Serious policy and operational problems TO BE SOLVED.

212 IS exactly right.. Take the problems and look into them and in reality we have ordinances against them.. Parking violations are ignored without complaint. Garbage problems are ignored without complaints..I live in the second ward in the area of Claxton.. I went for a walk the other day and this is what I came across in just this area.
Cars too close to intersection. Camepers taking up sidewalk space. Four boats parked between sidewak and curb, Five cars acoss sidewalk.Fifteen rubish piles in the road three jusk cars being stored without plates etc...Barking dogs everywhere.. Baketball poles and baskets placed in the road taking up parking space. Why are these things let go. Brush in the road shouldnt be picked up rather the person who pt it their notified warned then ticketed.. Cars parked illegally at Claxton are ticketed why not across the sidewalk..
This is just a few of the ordinances th are overlooked by the police. If they arent going to be enforced take them off the books.
Side walkes shoveling complaint only . Let the fireman on duty check for these hings and get them enforced.....

We need solutions, and ideas that could circumvent some of the problems faced in Ogdensburg.

It will be the same old rhetoric and hindsight that has lead to the down grade of this City.

We also agree that Gavin Reagan is doing a fine job as county clerk and deserves to be elected in the fall. Our Governor with our loacl Senators help got him appointed and he hasnt let us down...

The City of Ogdensburg can not move forward without removing the City Manager. He is toxic to the City of Ogdensburg. All City Councilman have a duty to remove this clown. If you vote to keep Art you will not be voted back into office.

If you can't uphold the law of the land, you have no business holding office and need to resign, even if I agree with your points of view on Uncle Art.

Made a statement with no backup to support it. If you find where I broke the charter, please share the section with the rest of us. The charter is on-line for your convenience to peruse. I think you want to hear more about my positions and management style. I will tell you that I manage in a very direct and accountable manner. I am not afraid of asking the hard and sometimes unpopular questions if needed. I believe that I sit on a Board to be a steward for the Organization/People not just to attend the meeting. I will do my homework and I will listen. I too agree with many of the issues listed here. I also think that it is very difficult to be a landlord in the City. I would like to see a yearly seminar for both landlord and tenants to teach the responsibilities and rights of both. Mr. Morley:
I personally think you are doing a great job, but you have violated C8, C9C and C14 of the city charter by acting independently of the body of the council. Those clauses make it very clear that these types of investigations are to be conducted by the entire council and not one or two individuals.

Unfortunately, you and the mayor have taken a process that would have resulted in the end you seek, the removal of Art, into a three ring circus. Skamperle might be onto something when he says it is politically motivated. Don't you think it is a little unethical to be playing with peoples' jobs and careers just so Bill Nelson can be mayor again?

This guy I would love to stand by in an election, he givies Nelson more votes and is uniting Republicans. Since Skamp has been publicly helping Scorria votes are heading Nelsons way!

My Name is Nicholas Friot, I was born in Ogdensburg NY, and I grew up and went to school in Heuvelton. I have lived in this area all my life. After graduating from Heuvelton Central School, I attended SUNY Canton in the criminal justice department, I left Canton and then attended Hudson Valley Community College in Troy NY. I then returned to Heuvelton. I Joined the New York Army National Guard in the Ogdensburg unit, I also joined the Heuvelton Volunteer Fire Department, and with the exception of 2 years exempt I have been an active member there since 2003. I became an EMT through courses I attended at SUNY Canton, and went to work for Seaway Valley Ambulance. I left Seaway Valley to go and work for a physician in the area as a office manager, and have been working as an aide and office manager since 2005. I do not have a lot of experience in public government, this is the first time I have run for any public office with the exception of Fire Department position of EMS Captain which I held for 2 years in Heuvelton. I do not have all the answers for all of the questions that I am asked, but I will do my best to find the answers and report back in a timely manner. I would like the opportunity to serve the citizens of Ogdensburg. I have lived in the city since 2005. I am not an attorney, nor a career politician, I started out as a registered Republican as that is what my family had always been, but as I grew older and began to understand more I realized that I didn't agree with everything that the republicans stood for, and I switched my registration to Democrat. I think of myself as a conservative democrat, or a "Blue Dog" Democrat as it has been called. I would like to be able to say to you that I know how to solve all of the problems that the city has ahead of it, but that would just be empty words as I don't know how to solve the problems. But I feel that by working together with all members of City Council, and really listening to what the public has to say, and the ideas that some of our citizens and tax payers have to offer, I feel that together we can come up with logical solutions to these issues that face our city. Thats where I stand, I want to be able to say at the end of the day that I have listened to what the people have to say, I have gone to find the answers that I need, and I have applied the research I have done, and the input from the people to solve these problems. There used to be a saying "It takes a village to raise a child" Well I feel that its going to take a City to save itself, and the more citizens that we can get engaged in our city and the more input that we can get from people from all walks of life, the better chance we have to solve these issues. It was not that long ago that I read in the newspaper that a group of people to include children as young as 13 years old, had collaborated online to come up with a solution to a problem that had baffled top scientists for years, it just goes to show that everyone looks at a problem differently, and the only way to solve a problem, is to look at it from all angles, and listen to the people that have input to give on the subject. I want to thank everyone who has supported me in this endeavor to run for City Council, and if I am not lucky enough to be elected, I hope that those that are elected will remember that they work for the tax payers, and its time the tax payers of this city had a louder voice in their city council, and that they really listen to their citizens and act in a timely manner to address all issues brought to them with honesty and fairness. Thank You. ( oh and if you want one of my signs that would be great, just give me a call, I would like to hear from anyone that wants to talk to me)

Now we have all but two canidates. Ashley and Hosmer apparently have been told by Fred not to answer this site or that they have it won so dont worrry...

All we asked was for some input no matter how little from canidates. Like I said only two thumbed their noses at us...
Getting to brass tacks we need change. We have many new names to chose from this year.. One being a new name for mayor. I,m not sure what Jack McGrath brings to the table for us but I,m willing to tak a chance. Nelson has brought nothing in over five years. He dosnt want to be involved with private industry apparently as the Port Authority is more informed than him. Whenever theres a camera around he wants to be present. He did everything possible to prevent Pat Ritchie from winning when she ran for Assembly and refused to endorce her run for Senate until the GOP pressured him. The city has gone downhill over his administration and with his yes men,Powers,Vaugh and Cilley he was abl to let the manager have a free reign
One good month in offfce does not warrant my vote.. I want a mayor who has to best interest in Ogdensburg at heart so I,m voting Jack McGrath as a change.
Jack wont be the mayor association president and will be running the city for us rather than running the association for te other mayoss of this state.
Oh yeh.. He forgot to tell us that he would be out of town for a year while hepresides over the association.. Its how he operates

-yeah you know, if a city is collecting taxes on property it owns, then pays the taxes with grant money and allows people to live in the house rent free for several years, fixes the house up with tax payer dollars (poorly), then re-valuates the house at the cost of the money sunk into it (a $50,000 value increase) and then sells the house to said tenants for $2000 that's a perfectly fine economic model - how dare reporters report that things are all f'd up in govt.

Under this logic, if you have cancer, just don't mention it and everything will be fine. Whoever said this is just an idiot - thank god we finally have a paper that reports these things. How long has this crap been going on?

Skamperle was afraid that by violating the city charter and behaving like dictators instead of elected officials, the mayor and deputy mayor would incite an unruly mob screaming for the city manager's head.

He was right. The crowd at the last council meeting was poorly behaved, screaming and yelling while the council was trying to conduct its business and hold a debate. There was no point in having Justin Woods and the Wades there as their testimony was already being taken by the city attorney.

What we ended up with was a council meeting that looked more like a WWE wrestling event combined with a Salem Witch Trial than actual government doing the busines of the people, and it was sad. The mayor was juvenile in that he wouldn't even bring the session to order to allow certain council members to say their part. Shame on him.

With out Woods or Wades speaking out their verson - the public would have only gotten Skamperle's verson! Skampereles floping around caused the Public reaction! To the mix add a little Vaugh and pop a problem! These two were suppose to lead us Not Art Scorria and still Art Has them by their nose rings!!! You need checks and balances when thats gone the people take over !

Skamperle did not have his own version of law - the Mayor and the Deputy mayor created their own when they took it upon themselves to conduct their own little investigation before seeking approval of the council. They behaved like two little dictators creating their own interpretations of events based on a few documents they found, instead of waiting for the results of all the testimony and the volumes of documents the city attorney is going through.

Skamperle is two-faced, but at least he didn't break the law and create chaos by acting like he was all-powerful.

You say I broke the law. What law did I break? Was it the law that says Councilors have to sit by idly while the manager continues to drive this City into the ground? Is it the law that says a Councilor must bow down to the wishes of the City Manager and tolerate being lied to? If those are the laws you mean, then yes, I broke them. If you are referring to the laws mentioned by Nick in the resolutions written by Art for Nick to read, then no, I did not break any of them. They refuse to acknowledge the first few words, " except in a C-14 investigation". It is either that or they are stupid, and I don't believe they are stupid, just hateful and untrustworthy. I hope this helps you out in understanding how government works. By the way, I identify myself, why won't you?

Why do you criticize Ashley and Hosmer for not posting? Has anyone asked them if they have ever even heard of this blog or website? My guess is no.

You praise Jack McGrath, yet he has never posted on here. You praise Amo and McCoy yet neither can provide any solution to Ogdensburg's real problems, they only stutter the same stuff about Knox street. Knox st is only one small issue that the city faces, my suggestion to all is to actually talk to the candidates and find out their positions on the real issues, not just Knox St.

Once normalcy is restored to the city of Ogdensburg, we will finally be able to focus on the issues at hand that have been put on the backburner in the past few months. One of the bigger things that come to mind is the amount of property that is not on the tax roll. I believe that we need to re-assess the restrictions regarding businesses wanting to locate to the city. We have gone from a thriving industrial community to a dying ghost town. The taxpayers are fed up with having to absorb all the untaxed property that the city continues to accumulate. As each year goes by, it seems like the taxes are going up constantly and there is no reciprocation. I would like to work on a plan, if elected, to bring new business here and work alongside them to make sure they will thrive in our community. Potential business owners should not be frightened to take the first step in making their idea possible.
People are so afraid to improve the outside or their home because they feel that the “assessment police” are outside their home waiting to reassess them immediately to an astronomical amount. We the taxpayers should not have to feel that we’re being held hostage by the city and it is a shame that nobody can update their property without having to pay a downright atrocious amount of money to do so. We realize that our properties have to be re-assessed after work has been done to it, however, sometimes the amount greatly exceeds what we think is a reasonable one. Remember, a lot of people that I have spoken to are on fixed incomes. We should devise a better system of reassessing properties and give homeowners some incentive to do so.
It is no secret that the amount of crime in Ogdensburg has spiraled out of control. I have complete faith in our police department. We have hired some new officers and Officer Pryce has started a neighborhood watch program that seems to be thriving and she is diligently trying to get the community to band together and be proactive. The community should embrace this idea and expand the neighborhood watch to cover the entire city and if you see something, call the police department. Remember, we only have so many officers on a shift and it is difficult to be at several different locations simultaneously. This is where the public could take a more active role in helping to prevent crimes from occurring.
In regards to the reason why the City Manager has not given an explanation to citizens who were granted money by the city and never received it, an independent state audit should be underway. If there is nothing to hide, why not start this immediately? We would like to know where the money is. I would also like to see a complete list of city-owned properties and know if there are any other families living rent and tax free in the city. With that being said, there is only one way that honesty, trust, and integrity can be restored to city hall and the taxpayers. (Mr. Sciorra, if you truly have the taxpayers’ best interest at heart, the best thing you can do is to resign and not make the city council fire you.) The council meeting on October 11th saw a record-setting attendance. A large majority of the taxpayers in attendance spoke in volumes that you need to go.
We need change on the council to bring a breath of fresh air. I intend to be 100% transparent, openly honest, have the taxpayers best interest at heart, total open communication, and if elected I intend to serve with integrity and sincerity. Vote for James R. Amo on November 8th for Ogdensburg City council.

Would you support a volunteer or auxillary police force in this city... City had one in the late fiftys and early sixtys and Sheriff had one in the late ninetys... Volunteers working with the regular police doing such things a traffic control helping at emergencies helping during our festivle.. A presence on the streets..
They have their pros and cons but why not look into such a program..

Shouldn't you have a plan already if you are running for city council? So, what you are telling us is that you have no plan, but would like to work on one someday. I would have thought you would have had a plan before you decided to run for city council.

I don't think that is a terrible idea, the problem comes in with liability. I believe that this was the issue that forced the shut down of the sheriff departments citizen patrol. If we could check into the liability issues that would arise from having civilians patrol the streets, then we could go from there and possibly tailor a program around that. The City of New York Police Department has an NYPD Auxiliary force, this force is exactly what you say that you would like to see here. I know that NYC has a lot more money and resources than we have, but if they can have an auxiliary force than maybe we can look into how they structure their force and possibly model ours around that. Like I said, I am willing to give all options a thought, and really do some research on them and come back to you with some real answers, this is a great idea, but its working through the logistics of it that can sometimes stop a noble project such as that dead in its tracks. The other thing that we might be able to revive is the Neighbourhood watch program, if we could loop that in with our citizens patrol/auxiliary police, then we might be able to get enough eyes on the streets to curb some of this crime. But when it comes right down to it, its everyones job to report what goes on in their community, like the department of homeland security says, "If you see something, Say something". What do you think Moby??

I just found out about this site a couple days ago, sorry for the delay in signing in.

Regarding my Resume, I graduated from OFA, SUNY Canton, and Clarkson University. I worked 25 years for Johnson & Johnson in the Medical Device and Diagnostice Sector and retired as a Worldwide Executive. Two years into retirement I was hired by a Canadian Company in Drummondville, Quebec as Worldwide Vice President of Operations and a member of their Board of Directors. Our company, Multina, was a major supplier to Bombardier, NovaBus, Prevost Car, and CAE Montreal. We manufactured railroad cars, luxury tour buses and flight simulators for the 737 and the Airbus. After 2 more years of being away I retired again and purchased Oscar's Restaurant. I am currently President of the Ogdensburg Chamber of Commerce but am on leave of absence until after the election.

My platform is:

* Open and Honest Government
* I am a business man NOT a politician
* I want Ogdensburg to "Business Friendly" and create a hold your hand fast tract for new business owners
* I want to work closely with OBPA and neighboring communities so we can agressively go after new jobs.
* I want to ask for moratorium on assessment and tax increases where, for a period of time, people can fix up their homes and not have their taxes raised if they use local suppliers and contractors

My position on the City Manager and 819 Knox St., I am reserving my opinion until Friday when the City Attorney presents all the facts. I have seen many documents that could easily lead to a conclusion but I would like to see all the facts. I am extremely disaapointed and sickened by the way this whole process has been handled and the dark cloud that now hangs over our city. I am hopeful that when the results are in on Friday we move swiftly to correct any injustices and get this city back on track. We have so much to offer here and look where we are spending our time, this is a tragedy.
