Journal:Accusations OnCity Council Agenda

City Councilors Strutting Their Resolutions

Mayor Nelson and Deputy Mayor Morley appear to have the bull by the horns. Problem is there is a Rodeo clown named Nick Vaugh throwing up barriers at every step. Nick has finally made a stand and it appears he is siding with the actions or lack of action by Mr. Sciorra as it relates to the Knox Street property.  There has been one resolution after another and they all add up to a lot of posturing. This City Council needs to evaluate the documents and move forward. Who should review the City Managers actions?  I believe it is the duty of City Council to review Mr. Sciorra's actions.

Mr. Sholette has never been a fan of the City Manager and I am surprised he is not making a stand for the voters.  I would think each and every council member has had plenty of time to review the documents. City Council should have reviewed the documents without the City Attorney Silvers deciding what should and should not be considered. They should tackle this situation as a unified body using the City Attorney as an advisory.

I agree that it is the city councils responsibility to review Mr Sciorra's actions, but in this case with everyone playing politics and putting on a show for the election its going to be hard to get a fair and unbiased result from any investigation that takes place within city hall when people that may have been involved in the actions that led to this situation are directly involved and play an active role in the investigation. I feel as I stated in my earlier post that the only way for the citizens of Ogdensburg to truly get the whole truth with no one persons individual views or opinions stamped into the results we need to have this investigation done by a neutral third party. What sense does letting the fox guard the hen house make? Take the investigation of this matter to another group so that the city council can get on with addressing the many other issues that are facing this city and move forward with other city business and not be bogged down with an investigation into an event that they may or may not have had a hand in. When the investigation is completed and all facts are brought to light then they will be able to make an informed decision based on facts and law. Does anyone else feel this way?

The only problem with your solution is that the manager continues to stay in office while a third party investigates. It has already been a month long investigation, without any announced results. How long do you allow this to continue? It is not brain surgery. When the documents are read the resulting conclusion is obvious. All the councilors have to do is their job. Nick Vaugh and Dan Skamperle are protecting Art for different reasons. Nick has been struck by hero worship, and Dan is trying to prevent Bill fron winning the election. After the election Dan will be in favor of firing Art.

About 2 years ago i was trying to fix a problem in my housing area! After going to city hall to speak to Art Scorria - I got NO where. He gave me lies ,BS and more lies! So I went equally to each of 6 counclors with proper facts of the housing area and what was happening.Scorria dug in his heels even more and used city officials against me! Vaugn was the first one to run with all the information to help Scorria work against me and the area I lived in! Vaugn did not represent me and he work for Scorria. Then Skamperele would not believe Scorria would do these thing to the Taxpayers . The more evidence against Scorria the more he stuck up for him. Nelson and Powers just believed Scorria was doing the correct thing and did not listen. Morley - Shollette and Cielly knew there
was a problem and wanted to fix it but 4 to 3 is a loss vote . Now it is plain politics full blown. SCORRIA IS A TERRIBLE MANAGER AND HAS TO GO !

Vaugn lives in ALBANY -his parents still got his bedroom at their house / no phone.

Sholette lives in ROCHESTER / sold his home on Green St. Works and moved there!

City CHARTER SAY's -council must reside in Ogdensburg New York! Why are we listening to then stating rules and regulations.

Vaugn gone when his term expires or when we decide his residence is an issue!
Sholette has moved and cares not for Ogdensburg.
Skamperele is left alone when his term is done !We can vote him out!

Nick Vaugh is a clown in a suit. Posturing for what? He dosnt understand the problems of the average Joe and his family. He handgs with a crowd thats miles above his head. Politicans have used him for their errand boy and he egarly runs their messages for them. Skamperele is just plain thick (dumb) . this is the perfect reason teachers are going to be evaluated each year.
I dont see either of the resolutions passing but I do see Morley or Nelson wanting to make a resolution to terminate Sciorra coming our way and in the end its going to happen. He (Sciorra) gets a chance to have a public hearing but Art and Nick and Dan dont want a public anything.. They would rather hide behind Silvers (ethics) or his client lawyer privileges.. What happened to our rights.. Our rights to have a counsil that works for us. To have a mayor that works for us and a manager that works for us. When theres probles we want to know about them .. what happened? What was done to correct things? Will they happen again???
We dont deserve leaders that listen to ourcomplaints then do nothing nor do they even acknowledge us.. We certainly dont deserve leaders like Nick Vaugh and DAn Skamperele that dont hold the same view or position for over a month at a time on anything.

Nick, clown, enough said! Problems arising from the City Manager's actions must be reviewed by the highest authority which is City Council. The City Manager must of had the City Attorney write the confidential contract between Sciorra and Wood. The City Attorney should be supporting our Council not representing Sciorra against the City.
The public hearing is inevitable, if not this year next year after the election. The Councilors must of reviewed all documents pertaining to the Knox Street property. I would like a resolution next meeting to see where each of the councilors stand on the City Manager's job. This should be made public by election time.

The Attorney General needs to be brought into this! I could tell the council what is happening -but zing right over there heads.I tride to show them a sewer project and present it as simple as i could and zing right over their heads! I'm reviewing St. Law. Co. Housing Records - Grants -etc. so far the city has done some nasty things and the O'neil Group, Manager & woods the same! It will take me around eight days and help will be on the way! But still Manager ,his Attorney and politics have to move over !!!

Sciorra is dirty and in his city planning he has dragged and dirty vaughn, skamperle, silver and woods. Skamperle makes teachers look like idiots. Not all Teachers are like him. Teachers should ask him to resign from council and teaching. This whole thing certainly invloves a lot More. Definitely the Attorney General should be made aware.

I agree with the City Hall Insider this investigation is taking too long. If the Councillors are waiting for the review before making a decision then set a deadline. It should have been ordered immediatel. It never should have been done by our City Attorney who serves at the pleasure of the Council with the recommendation of the City Manager.Not to question his integrity but to maintain it and have the review be beyond reproach. This is a black eye to Ogdensburg. We do need our Council and Mayor to make the Manager accountable in every way. Business should be conducted in a professional, transparent, truthful and open manner at all times.

To answer the question about percentages of the residents I have heard from approx. 90% or higher that they want the Manager removed as I go door to door.

Jennifer your right about 90 percent want him out and about 70 percent want Nelson out.. Council willtake care of the manager its up to the taxpayers to take care of the mayor..
Jennifer you still have not taken any position on anything and given any solutions to anything..
You Ashley and Hosmer havnt taken any reaL POSITION on an7ything that concerns us.
We are engrossed in this manager thing so much we forgot that hes Nelsons messenger not ours. Nelson has backed him every step of the way and Nelson has sided with him on every violation he has committed against the taxpayers.
Nelson posing and smileing into a camera for a couple of months and kissiang Pattys butt dosnt cut it with most of us.
Remember this folks.. If elected Nelson will not be around enough to run the city his deputy mayor will preside over most of the affairs in the next year..

At this point it is difficult to comment on anything other than the current issue at hand. I am concerened that all the other issues the City is facing are not being addressed. We, the candidates, are planning a debate during the last week of October. We are just trying to finalize the details. It is being setup by all interested candidates, both Democratic and Rebublican.

I think a debate among ALL candidates that Focuses on ALL the critical issues that have been listed includeing the 27 % problem , the crime and drug problem, the safety problem , the neighborhood deterrioration issues , parking , trash , rental homes and their negative effect on property values , bad renters , bad landlords. lack of sustainable economic development and private sector employment --- everything needs to be covered .


I'd strongly encourage all to attend such a debate .

Citizen Involvement and candidate interaction is key to moving this city out of the doldrums and into a more positive and productive direction. Ogdensburg can be Better -- lets make it happen together

Once normalcy is restored to the city of Ogdensburg, we will finally be able to focus on the issues at hand that have been put on the backburner in the past few months. One of the bigger things that come to mind is the amount of property that is not on the tax roll. I believe that we need to re-assess the restrictions regarding businesses wanting to locate to the city. We have gone from a thriving industrial community to a dying ghost town. The taxpayers are fed up with having to absorb all the untaxed property that the city continues to accumulate. As each year goes by, it seems like the taxes are going up constantly and there is no reciprocation. I would like to work on a plan, if elected, to bring new business here and work alongside them to make sure they will thrive in our community. Potential business owners should not be frightened to take the first step in making their idea possible.
People are so afraid to improve the outside or their home because they feel that the “assessment police” are outside their home waiting to reassess them immediately to an astronomical amount. We the taxpayers should not have to feel that we’re being held hostage by the city and it is a shame that nobody can update their property without having to pay a downright atrocious amount of money to do so. We realize that our properties have to be re-assessed after work has been done to it, however, sometimes the amount greatly exceeds what we think is a reasonable one. Remember, a lot of people that I have spoken to are on fixed incomes. We should devise a better system of reassessing properties and give homeowners some incentive to do so.
It is no secret that the amount of crime in Ogdensburg has spiraled out of control. I have complete faith in our police department. We have hired some new officers and Officer Pryce has started a neighborhood watch program that seems to be thriving and she is diligently trying to get the community to band together and be proactive. The community should embrace this idea and expand the neighborhood watch to cover the entire city and if you see something, call the police department. Remember, we only have so many officers on a shift and it is difficult to be at several different locations simultaneously. This is where the public could take a more active role in helping to prevent crimes from occurring.
In regards to the reason why the City Manager has not given an explanation to citizens who were granted money by the city and never received it, an independent state audit should be underway. If there is nothing to hide, why not start this immediately? We would like to know where the money is. I would also like to see a complete list of city-owned properties and know if there are any other families living rent and tax free in the city. With that being said, there is only one way that honesty, trust, and integrity can be restored to city hall and the taxpayers. (Mr. Sciorra, if you truly have the taxpayers’ best interest at heart, the best thing you can do is to resign and not make the city council fire you.) The council meeting on October 11th saw a record-setting attendance. A large majority of the taxpayers in attendance spoke in volumes that you need to go.
We need change on the council to bring a breath of fresh air. I intend to be 100% transparent, openly honest, have the taxpayers best interest at heart, total open communication, and if elected I intend to serve with integrity and sincerity. Vote for James R. Amo on November 8th for Ogdensburg City Council.
