Executive Session or Not Executive Session
That is the Question
This is one of the biggest cover-up in sometime. The councilors have no problem talking about 90% of what went on in executive session to the press. It appears Mayor Nelson executive session was more about policy and little about Mr. Woods personnel record and his wrong doing.
Mr. Skamperle is not sure if it is an investigation or a review of the processes that took place with the Knox Street property. Mr. Cilley does not know what would be gained by going after one person or the another. That sounds like a play out of the Mayor's handbook on how not to micro-manage. Just maybe, we might find out who is or is not doing their job and if the tax payers are getting the right representation.
Mr. Nelson stated the council is seeking legal advice from the City's Attorney. Is that advice on how to proceed or how to follow the City's policies relating to Wood's and Scorria's involvement in the Knox Street property scandal. If this is the case policy and procedure should be discussed in open meetings.

I tolerate some extreme comments but had to remove the last comment. There are limits!
Look at the facts of this case and report to the people with a open meeting that councilors and Scorra can answer direct questions. I doubt Nelson would allow this to happen but lets give it a try.
Personally I feel the City funds should e audited by an agency not doing business with the City. I feel all business of the cheese plant should be reviewed carefully and the growth fund audited carefully.
How can a salary in sixfigures be justified especially when the person recieving it is back on his decisions and Emails tothe tune of 200.000.
Members of council like Skamperele an Cilley that cannot make tough decisions should be asked to resign immediately. Vaugh an Powers should have been replaced the first year they served as they more than anyone are responsible for what happened. I hve no doubt the people will replace Nelson in November and we can only hope our newly elected councilors will demand the olercouncilors that remain in Jan to step up for the people and tsxpayers of Ogdensburg..
Right now our City government is clouded in corruption and secretcy an will remain that way until we reove the person most responsible. OUR ELECTED MAYOR BILL NELSON..
In my opinion Mr Sciorra has operated on the shady side of reputible since coming here. This has been supported in various ways by the three AMigos who in all honesty run the City council..

If we have a cull running our city we need to get rid of him.. By his own words he has proven himself less than adequet. He fits into Nelson cosmetics for the city.. Another thing the Nelsons hav clouded s the growth fund.. Magicly t is politics free.. Only Nelson knows what going on... Cheese plant rotting, business and downtown rotting while Nelsons building Marinas and gas pumps for the rich on the river.. Selling houses now after using tax dollars to fix up.. THIRD PARTY ASSESSMENT IS NEEDED...
The majority of us voted for change four years ago but a third party made it possible for Nelson to sneak into office again.
This time he will have to earn it outright
We voted for Vaugh who was a major disappoitment to say the least.. His inteests were only in personal gain. He carried every message but the ones for the people who voted for him
We voted for Powers who has done nothing but vote will Nelson and worry about OCF issues. Big booming intimidating voice but in reality an empty suit.
We voted for Cilley who was enraged about the rescue squad getting the boot by the City and Sciorra but since in ofice nothing.
Skamperle went aroun beading the wardrums against Nelsons administration and Woods and Sciorra.. Since elected he is acting like a confused person..
Morley has often been the peoples voice and should continue..
Shollette tried by was outnumbered
Storm got on city council for one reason. He is protecting the Ogd. Rescue Squad from the Fire Department from taking over. With OFD is on the scene first 90% of the time he started getting nervous. Join the team play ball and we will not talk about providing Squad service by the OFD. Nelson has him in his back pocket.
It appears that some Chnese investors are interested in the Ogdensburg area..
The word finally is out that the Nelson era is over in this City. A chinese investment group feels they want to invest in the Waterfront area along the old industrial trail in Ogdensburg.. Diamond andShade Roller property. They are buying everythng in sight.. Nelson will be taking credit soon but in fact he may have been the deterant from years past... They have already purchase three homes n the St Lawrence Mater dei and Shollets restraunt..They are inquirig into Old St Joes home, Rmada inn properties and a three to fourhunred acre plot f land near Morristown..
I hope the community dosnt fall asleep during our transition.. I am always cautious about what has appearance of cults forming in any area... I know the great leaders we have on the County and City levels are up to snuff for us.. I did a little research and foundout they were basically run out of Utah and two other localities because. I cant seem to put a reason to it however...
Remember the Jones cult in Guanna and the Kereish cult in Texas.. Very similar in the starting....

We had two good canidates for city manager the last time we hired. The sentiment seemed to be no local person was qualified.. Murphy and Cosmo.. Who ran the city for months??? Cosmo..
The entire problem lays with Bill Nelson.. Hes got his fingers into everything in the area and controls the existing council.. Nelson stands to make a lot of money from this Chinese invasion so he certainly will have Art promote it...Throw all caution to the wind..
Its also time to revamp the charter somewhat and set anew pay scale and lessen the power of the manager... More in line withwhat the county does.

Nelson has too much power to adjust things a city hall without a council vote or at least consenus. He has abused this power and now he rules with Sciora as his whip.. This is a major coverup and it will continue unless someone on council gets some balls and publicly demand an audit of all city money including growth fund. A list of Grant money for the last three or four years with a accounting of where it was spent who authorized it (unless t was council) why it was spend if not approved by council and a list of all properties the city sold and who bought them. If purchaser has any ties to Nelson Sciorra or council the history of the sale is to be made public..

Shouldn't this so called investigation being done be conducted by an outside person or persons (that cannot be bought) instead of the city attorney Silver who is already covering Scoirra's butt? This smells worst than rotting fish.
It dost matter what it smells like eat it.. Thats Nelsons message to the taxpayers. Your right it smells... Now they claim they can deviate from their own sales policy... You knnow NYS law supercedes our own policies.. Silver is covering Sciora ass as well as Nelson... He will say the things that will tick the taxpayers off.. Nelson will only get his picture taken and hold ceremonies and all of the fun stuff associated with being mayor.
Look for phony Bill keeping this process slowed down and the big fake sile.. How many times a night must he clear his throat when he talks. Count the times please count the times.... Nothing else comes out but whatever is wrong in his throat or windpipe must be serious...
We all know how incapable this City Manager has proven himself to be.. How long will he remain on our payroll...
At City Hall- the DPW - OFD- and OPD all the employees of Ogdensburg know what Art Scorria is like! Over 100 people and not one Single person has the NERVE to speak up! SHAME ON YOU!!! You will take the taxpayers money yet you let someone like ART SCORRIA ruin your CITY ! Your future and generations to come will suffer! Nelson of Lisbon has no shame. People get a group and speak out Scorria can not fire all of you if your in a union he does not have a chance - he can only get at department heads!

This city is in a mess thanks to Bill Nelson's hand picked $30,000.00 imported City Manager Art Scorria. We should sue the firm that recommened Scorria. THE EXECUTIVE SESSION WAS A JOKE IN MY EYES THIS SO CALLED INVESTIGATION INTO KNOX SHOULD ALL BE IN THE OPEN AND NONE OF THIS EXECUTIVE SESSION CRAP. THE COUNCIL NEEDS TO BE TRANSPARENT TO THE PUBLIC DO WE HAVE SOMETHING TO HIDE PEOPLE DO YOUR JOBS AND GET THE ANSWERS THE PUBLIC WANTS AND DESERVES AND DO IT OPENLY!!!
