Journal:Ogdensburg councilman: make manager hire first priority

Art, they need a City Manager in Ogdensburg.  I know!
Mr. Morley said “It isn’t that I don’t think you’re doing a great job, Phil,” City Council needs to move forward with hiring a new City Manager. Well if he is doing a great job, and has done both jobs before maybe we could hire Mr. Cosmo.

If the Council hires another firm to search for a new City Manager we may end up with another Sciorra. Someone needs to do a thorough investigation on his work history.  We do not need a City Manager that is moving on because he has to. This should be interesting and I can only imagine the cost of finding a new City Manager.

Here is where this whole damn thing starts! Stop bringing people from out of state into the city to tell the residents what they need! There are qualified people in the area that know what needs to be turned around.

Your correct there is several people in this area that could do a good job. Trouble with that is
A. Cosmo isnt one of them
B. Nelson form of politics distracts from hiring true proffessionals
C. Some of the City programs seem to give off the perspective of being corrupt and self serving.
The local form of government has become secretive under Nelson. He is inclined to hide and try to hide the facts of various areas of government from us when all we want is the truth...
We want a transparent open government free of his partisan politics.. We voted for a council who have equal say as the mayor.. Its time they got off their ass and run the city without the mayor leading them by the nose...
Rights right and wrong is wrong guy/gals lets remember that...

The paper claimed Morley made that quote however I believe it was W. Hosmer who initiated the action about the managerial hiring..
They had good luck with Mr. Krol so I dont see any debate as to how to go about the search.. Negotiate with Mr. Krol for the best deal and hop on board with Watertown in the search... Remember this.. They have a council that acts and are now way ahead in the search.. Whoever they get will be our loss and its entirely on Nelsons shoulders for his inaction..
Funny how they the council can act on importnt issues without Nelson here.. Hes been here since October in that seat and led the charge to fire our manager and has yet to initiate a search......Hmmmmmmmm

Our last City Manager ( Uncle Art) as he stated in all his past jobs " its my style of governing".
The way he wanted total command of all under him using his tatics was wrong. Then he would throw anyone under the bus for doing his nasty deeds. Flat out Nelson either (supported this or was not smart enought to figure it out.)
Either way it was BAD leadership. He only gained support in an election for throwung the mgr. out. The only smart ones were Doug and Mike! Nelson is now loosing all his leadership in Ogdensburg, unless he stands up as before election time. Mike , Wayne, Storm, Bill H. will have to lead. Jen and Skamp will just exist?

1) The council did not act on the issue without Nelson there, that is what the 'committee of the whole' meetings were set up for.

2) Hosmer got the ball rolling at the meeting 2 weeks ago, but it was Morley and Cosmo who got the ball rolling to do something.

3) Cosmo doesn't want the job. He's close to retirement and I think he's sick of the mess at city hall.

4)Krol will probably get the job if he wants it. There aren't many people in the area capable of tying their shoes correctly, so if he doesn't take the job, a national recruiter is probably a better choice. The next city manager will probably be someone from outside the north country, unless someone like Marty Murphy or John Rishe a) want the job and b) have the support within the city to force the council's hand.

1034.. I buy most of that but Cosmo being sick of the problems at city hall I differ.. He more than anyone created problems.. You can protect him coddle him but he has never performed well down there.. I also differ about Murphy and Rishe..
As far as Sciorras way of running the city, it was fine with Nelson. Nelson always had four votes remember that.. Powers, Vaugh, Cilley and himself... Powers and VAugh couldnt act or blow their own nose without Nelson.. Cilley just got there in the last three months..
Nelson and Nelson alone protected Sciorra and still would be except he wasnt going to win the election. The election itself wasnt important but heading NYCOM was his main objective and he had to be re-elected.. Follow Bill this year as he already is supporting pension reform in a city loaded with public servants and with the future of public service on the line hes voting the easy way out..
Mike.. You yourself always stood up for the people one on one but Nelson always went with the Status Quo... I think your support at election time let us down.. I also think Wayne Ashley, Skamp and Hosmer could help you clean up the housing if you made an honest attempt to gain their trust..

Whats all the fuss.... No city manager hired yet> We appointed on remember...We have been preached to for years the city manager runs the city, not the council...
Whenever something has happened in the past the manager makes the ultiment decision.. Why isnt Cosmo making these decisions and going forth with the hiring of someone.. Why is he waiting for council... Thats why we got here.. Cosmo sitting waiting for someone else to do things...
Come on guys. Who runs the city.. Council or manager???

Please correct the charter first before you hire another City Manager. And I also feel Cosmo is not City Manager Material. He was just as much fault as Sciorra. As a CFO he had the obligation to notifiy the City Council of the mistakes made at 819 Knox St, and 2 Grove St. and 113 Adams Ave. He was the person issuing all the checks.

THE COUNCIL RUNS THE CITY MANAGER IS THE CHARTER ! Scorria
ran it the other way around. For you non- believers in Cosmo. Scorria gave Phil 2 choices in running things:
1) Do as I say.
2) Or your fired
Phil and all other department heads (Badlam, Smith) that surrived the Scorria debacle of management had 2 choices in keeping their Jobs.
1) Do as Scorria says.
2) Your wrong - Scorria is Right so get your orders in writing or your to Blame.

It was pretty Simple!
The Backers or Believers of this were (in Order)
Scamperle,Vaugn,Nelson,(before election)Powers, and Storm (50%)
These 5 made it possible for the Manager to run over the Council!
We lost 2 so concider yourself lucky!

You never got him the first time. I've talked to Mike and he has not written on this blog in 3 months.
Some people do support him, after all he wins elections! He puts his name on a public ballet and represents the voters! He's not in office for your amusement, we want him there to represent us.
I can remenber when Morley, Hosmer,Stevenson,Amo,McCoy,Friot, and Robbins posted ... but why... with personal attacks.

Now that CR is gone from the paper, maybe they can do some investigative reporting on which Deputy Mayor was involved in the loss of the most taxpayers money! Let's see: Erickson (maybe $40K) or Morley (according to him "a few thousand dollars").

We might have to wait on that because the meter is still running on the city manager mess. Besides, no one at city hall will give a full and total accounting of how much was spent to fire the city manager without cause. They are all hiding behind inane Morley's comments, and hoping it will go away.

The only councilors not involved in the unsuccessful attempt of firing him with cause are Stevenson and Hosmer, and they are unable, unwilling, or afraid to ask the question.

Your Hero's Vaugn and Scamperle cost the city plenty with the stalling and helping out the city manager. Over 80% of the public wanted him gone!... vs. ...a hand full that supported him. At the meetings the people wanted him removed. Thats the way it was!

Council could have fired Art for cause and w/out severance in November or December, but because of the delays, Art was contractually entitiled to severance after the new Council was seated. Art lost his job, but he used his few allies and legal threats to outmanuver Council and get his money.

Mike: You just don't get it. The council had every right to follow Sciorra's contract, and fire him without cause. That is not being questioned, nor is the fact that you and the journal were able to ruin Sciorra's reputation. Congratulations.

Your problem is you ran your mouth and bragged on how he lied to you and you were going to fire him with cause. Not only that, but you and the mayor trumped up charges against him (with a lot of help from the journal), held a public, shameful, and mean spirited, kangaroo court hearing. Then, when you still couldn't get enough votes in the council, you brought Ashley (remember your quote in the journal: "The man I want")to fire him with cause.

After the new council came on, and with advice from the various attorneys, it was suddenly "discovered", you really didn't have ANY legal reason to fire the guy with cause.


Your problem is you lied to the taxpayers of Ogdensburg saying he would be fired with cause, and not cost the taxpayers more than a few thousand $$ in budgeted attorneys fees. That promise was made even after the city attorney told the council early on that they did not have a case.


So, now it is time to tell the truth for a change, and give a total accounting for this shameful fiasco YOU created so Nelson could be the President of NYCOM, and you acting mayor in his absence.

yeah man, they could have just fired him following his contract. Your right there was no need for the vicious and heartless way it was done. To think they did it with our money is definitely a sin. The leadership of this city is shameful and the new council offers no hope of ever finding out how much it all cost us. The only one left who fought back was Scamperle and even he has given up. It will be interesting to see who wants to work for these guys.

The losers are the tax payers of Ogdensburg. Probably around $200,000 was wasted in this fiasco. Mike is very good at blogging and blaming others (see 7:04 and 7:49 above),but he won't apologize to us or give us an accurate number.

Mike still misses the point in 7:04 about firing Sciorra. The council had a right to fire him. The problem comes in the vicious, mean spirited, expensive way it was done. REAL leaders are role models, and represent the citizens of their community. The firing of Sciorra was an unprofessional and clueless hatchet job that has made The Burg the laughing stock of the North.

The City Council is dysfunctional, we all get that no matter our point of view. The real problem in the city is the people - no one in their right mind would want to manage a place with the Burg's problems while dealing with a population that has the collective IQ of dog snot.

It has been a productive and interesting blog up to now.. Somehow the less educated morons seem to be dialing in whenever they can comprehend whats going on..
Differences in opinions never hurt anyone. Name calling does and lacks any respect for ones self.
Someone threatened to get protocal numbers during a recent rant but thats not going to happen but for those of us that choose to express our opinions in this way this site is valuable and I dont want it corrupted

It is for sure that one person on these blogs hate Mr. Morley. I for one was happy to hear from several people months back on the blog. But with a person like this blogging insults and name calling
all creditably is lost. His agenda is to smear the newspaper. this blog and the city!
