Journal:Ogdensburg approves housing grant application

The Applies for More Block Grant $$$$$
By the skin of their teeth the City submits a grant processed for up to $400,000 from the Federal Community Development Block Grant funds. It appears the City will administer and manage the grant money, that is if they get it. After the last turmoil and political boondoggle it has to get better.

It has to be better... First Sciorra and Woods are gone.. They were the biggest problems with the program. Woods for hiding everything and being a good guy to those he wanted and Sciorra for allowing it by his ignorance of the fact.. Secondly Nelson is loosing his grip he had on every thing.. Wayne Ashley and Morley called him out recently about keeping the rest of the council in the dark on important issues.. If I read Ashley correctly he issued an ultimatium to Nelson, Cosmo, Smith is so far as he wants to be informed at the same time about issues as any other voting council member including the mayor... Morley has been complaining about this for a couple of years.. Nelson was getting info prive tothe rest of the council and once the issues surfaced the rest of the council was forced into making rushed decisions at times...
Lastly but not least is the fact that the city has broken off relations with CW Augustine.. Its obvious this corp took advantage of a good thing and twisted everything about the program into a cash cow for themselves and Mr Oneil.. In this process the people the grants could have been helping got shorted..

Scoopy you left out the young whipper Hosmer he's also moaning about not being informed in time on issues by Nelson and staff !!!
Hosmer is learning things on the run and will probably be part of the A team. Total control Nelson

We also got to break up the Nelson appointed boards that Nelson and Cosmo sit on !

Things should get better at city hall. Under Mr. Nelson it is understaffed , dysfuctional and gutted where he alone thinks he can rule. Andrea Smith is young with little experiance and will learn the process, but I hope its not taught to her by Nelson. Growth in her deptment is not bad if funded by Grants. Smith with a helper can do the job just fine.
Let Andrea and a helper be the Grant Administrator and Deliever of such Grants. I (think ?) at 18%
of $ 400.000.00 is $72,000.00. I would rather see 72 K in her hands than O'Neils. Then she would answer all Questions and we would get answers , but kept Nelson away from the Money!

Shes too young and her family too close to Nelson.. Hes got control.. Once she makes a stand she will be alright.. Make your stand Andrea at an open and taped council meeting..He pressured Sciorra and Woods by having Powers, Vaugh, Cilley in his pocket all the time.. No matter what they followed. This year it seems he only has Stevenson with him.. Cilley is in a daze so far watching Hosmer,Ashely and MOrely.. Skamp is always in a DAze but is not a Nelson person.. We have hope folks.

Good Points Blog 1;28 Scorria and Nelson were kind of 2 peas in a pod. Both him and Nelson were in love with their tag team efforts of ruling the city. As Uncle Art even said it was his style of governing. ( But Lying,
favortism, secret pacts etc. is the way the boys did it.) Nelson
can't sleep at night with out hearing the new pharse " THE
COUNCIL AS A WHOLE ". 7 people
and 7 votes not just Nelsons vote rubber stamped to 4 with a snap of his finger. We do have a little change and hope may be on the way for the city.

By the way if Andrea Smith goes by the rules and stay's away from Nelson ,she does have a good chance. If she is the planner let Her run the Department!

Question People?

If the City recieved a Grant for the 400 K and the City was the Administer and The Deliever of said Grant. Does the City get 72K to put in its account? Naturally the City would then properly keep
seperate records & accounts for these funds! Would this or Not pay for Andrea and a Staff? Keep writing Grants - maybe 3 grants a year and 72K + sounds good ?????

I,d rather see the grants given for home improvements for eligible people. The city could write the grant, approve or disapprove the work to be done and assist the homeowner in getting a contractor.. Of course a limit would be put on yearly work so more people could enjoy this benifit.. The way its been the only people getting any benefit was Augusitne group and their employees..
Let the housing council handle all the counties purchasing of houses for people and not get involved in this portion of it at all...

New York State Senator Patty Ritchie’s Office Abused County Parking Permits
Oswego County will return five parking permits to the Oswego Police Department after it was learned that they were not properly distributed and were subject to misuse.

As a courtesy, the City of Oswego issues official parking permits to Oswego County annually. The permits are intended for use only by the 25 members of the legislature so that they can park in the public spaces on East Second Street in front of the county office building to attend meetings.

The courtesy, which has been extended for years, is done so that the legislature sessions can be conducted without disruption. The public parking spaces provide for two hours of parking and the permit prevents ticketing for overtime parking.This year, however, the official permits fell into the hands of employees who are not entitled to them

Acting on a tip, The Valley News learned that some employees, including at least one from New York State Senator Patty Ritchie’s office, had been using the permit for day-long parking while at work.

Heres a little peice from Jude Seymour Dohenys campaign writter.. It would sure seem Ritchie is faiing to keep her promises or she was promiseing thing she knew she couldnt do.
During last fall's Senate campaign, Patty Ritchie chastised her incumbent opponent for getting rid of a property tax rebate check. Like many Republicans, the then-St. Lawrence County Clerk made restoring the rebate a plank in her campaign platform.
This spring, that goal collided with a blunt reality.
New York faced a $10 billion deficit. Morris Peters, a Division of the Budget spokesman, said STAR - which provides property tax exemptions - is a $3.3 billion commitment in 2011-12.
While that's a $65 million, or 2 percent, increase over prior funding levels, Peters said the program was due to receive a $190 million, or 5.7 percent, increase before the formula was changed.
When I asked Ritchie last week why her conference hadn't restored the rebates in lieu of their collective campaign pledge, the senator said that the $10 billion deficit gap had required many "tough" choices.
Yet Ritchie knew - as did Democratic opponent Darrel Aubertine - when she was a candidate that New York was going to face at least an $8 billion deficit at the onset of 2011.
When Aubertine asked Ritchie during an October TV debate how she planned to help close a deficit and also provide rebate checks, the then-candidate replied: "I told you. There's going to be tough cuts."
I asked Ritchie last week if she thought it was a mistake to campaign on rebate checks now knowing how difficult, as a legislator, it was to make that a reality.
"No. I don't believe so," she said. "In a good year, the STAR rebate would have been a priority. Next year, if things turn around during the session then that still is one of my priorities."

New York faces a budget gap of more than $2 billion in 2012-13.

More housing controversy in Ogdensburg I see.. Landlords and tenants not being notified properly.. Excuses by everyone.. Mike MOrley says the city wont get into rental business.Really. What do you do now Mike with Patty Ritchies office?? What did Nelson try to do with the County Offices that Blevins eventually got?? Come on guys just demand the people working for you do their job right.. Jennifer STevenson says they can just mail to the last registered address.. Really??? If the city manager (Cosmo) did his job right the letters would have been mailed certified mail and regular mail. If the certifed mail returned unsigned it would be a strong indication that someone didnt get it... Did anyone at city hall check the building out.. Seems like the three tenants could have given a address to the city for the owner if the city didnt have a current one..
My entire point is this.. You cant just sit on your ass at city hall and assume everyone is doing their job correctly especially when it affects lives as this does. Wheres the city manager during this process.. Sciorra was fired for similar reasons...

Where did you hear , what did you read, what meetings did you go to to get that information ??

This was all Scorria , Woods and Nelson and his pals that got us into the debacle!!!

Sholette and Morley had been screaming for the city to get out of the rental game for years. The boys mentioned above tryed always to keep Doug and Mike un-- informed on all projects.

701.. You are a total a--hole.. I support Mike MOrley as much as anyone in this city. I asked the question I asked making reference to Mike making statements before he thinks.. We dont want to get into the rent business is a statement he made without thought..Art Dan and Nicky.. I liked Art and thought he did a very good job seeing he played the game the way he had to.. Nelson with his I have four automatic votes statement met Sciorra was always trying to please Nelson and it worked until Nelson found out it was going to cost him the election.. Sciorra did what he was told by Nelson and so did Woods.. What do you think Cosmo does now..Dan had potential but thats gone now, Nick was nothing but a hero worshiper.. He was his own biggest admirer .. Woods was very intelligent but thought he was god and soon had thoughts about being manager. It was actually him that promised Wades money they wernt entitled to and all that happened was Sciorra set them straight..
The bottom line in this entire scenario is that Nelson totally has gotten his way for years due to council inattention. Too many counsiors have sat on their thumbs and followed and whatever Nelson said was gospel.. Now thing change to the better I hope..

9;07: Pretty good view of what going on except for the supporting Morley part. Don't forget, he engineered the attempt to fire Sciorra for cause costing the taxpayers somewhere aroud $200K.

This was done, if you remember against the advice of the various law firms they hired. The council was told up front they could fire him without cause, but Morley, with his extensive education, knew better.

So. we are out $200K. We are going to hire some "insider" as the new city manager after spending taxpayer money on getting a consultant and pretending to do a search.

In the end, will we be any better off than we were last year at this time? Please explain to me what we got that will improve The 'Burg for our $200K, other than reading The Journal as Morley shared his ignorance?

No one said anything would get better we all indicate we hope things will get better.. Like them or not they all won an election including Nelson. As long as we continue as a society to vote for people who like to pose for cameras have the backing of a few political hacks, can lie and keep a straight face as we have in the past we will continue to get what we deserve.. I think we have a chance if Morley Skamp, Hosmer and Cilley come through I think Wayne is already producing what the people want (questions and demand answers)..As long as we sit on this blog anom we will soon learn they dont care.
We voted for Patty Ritchie for Senate and she has failed miserably.. We however did vote for Bill Owens and he continues to fight for us in the North Country and not embarss us as this playboy from ALex Bay would.. Addie Russell has left something to desire and could improve and our legislators need a house cleaning all the way around..

Just back from several weeks in Maine on the coast where the the local government has done a fine job providing a very high quality of life in terms of services and facilities . The area is clean , vibrant , full of energy and things to do and best of all they have not screwed up their environment and brought in thugs and other low lives as economic development . WHAT A REFRESHING CHANGE FROM OGDENSBURG !!'!!!!

I see the follies and circus act here is still raging and of course our DO NOTHING politicians are blowing smoke about how well NYS is being managed and how we the taxpayers are being WELL served . Too many legislators here and they are on the payroll for life whereas in Maine it is a part time legislature and the economy is VIBRANT and the housing stock along the coast is in very decent shape . Things are happening there .

S the mess with the Knox st and Grove st properties still rages on ! Laffable IF IT WASN'T,T OUR $$$$ being wasted by the electeds. One thing for certain our mailboxes will be stuffed by the ARMY of PR flacks that the senator hired to convince us what a great job is being done to make our lives better ;).

Hey I,m still looking for our star rebate check senator .
