Journal:Senate passes property tax break, but Assembly won’t

Star Rebate Passes Senate, Assembly Refuse to Sponsor!
The Senate passed the Star Rebate checks bill but the NYS Assembly will not even sponsor it. Addie said there is no realistic way the bill will pass, well Addie, one way is sponsoring it and voting for it. NYS has achieved a number #1 ranking in taxes, fees, permits, and everything else they charge for. The Star Rebate checks amount to 213 million dollars which is about 0.2% of the budget but it makes a big impact on those just holding on to property in this state. Time for everyone to step-up and lookout for the tax payers.

No one should be too surprised that Addie Russell and her New York City Assembly Democratic Majority have always opposed property tax breaks because the apartment dwellers who elect them don't pay property taxes. That's why when the Democrats controlled the Senate, the New York city dominated caucus that was calling the shots abolished the middle class STAR tax breaks.
The Democrats intend to claim the GOP broke their promise, even though the Democrats are blocking the STAR tax breaks.

Sadly, the same New York city controlled Senate Democratic campaign committee that came up with the idea of abolishing the STAR tax breaks is now claiming that the Senate GOP "broke" its campaign promises even though the Democrats refuse to vote for it. Over the next six months Democratic operatives will accuse Patty Ritchie and other Senate Republicans of "breaking" their campaign promises to restore the STAR tax break even though its the Democrats who took away the tax break when they had control of both houses and now refuse to support reinstating the tax break.

What I find surprising is how blatant Addie Russell is now that she knows she doesn't have an opponent. She's blocking Patty Ritchie's "Mark's Law" to make killing firefighters and EMS workers first degree murder and now she's blocking STAR rebates. If the Democras can dump Patty they'll have an open season on upstate taxpayers.

Excuse me.. I just went over the agenda for the budget that just passed.. No one on the Senate including Heuveltons darling sponsored that Bill at budget time.. Wonder why??? It might have passed then... Ritchie trying to take bows with a vote that was dead before it started.. Last year she refused to help SLC her home county get any chance of passing a sales tax increase blaming the legislature for being late in the game... WHOS LATE NOW PATTY..
If any of you doubt what I,m saying just go over the budget proposals and see if you find it.. Also if it were to pass, the Senate forgot to detail how it would be paid for... Duhhhhh wonder why Patty..

I like the balance of differnet parties controling the legislature and a Democrat like Cuomo as the governor but its not working is it.. Has your taxes gone down?? Is their more jobs in NNY??? Is their more coming??? If the SEnate wanted that bill passed it would have been on the budget Agenda.. Instead they voted for a dead horse so fools like you could believe Patty is doing something for her.. Whey didnt she co=sponsor that bill at budget time... I want a good answer now.... If you checked, you'd find the bill was introduced months before the budget was passed. Unfortunately, when people like Assemblywoman Addie Russell opposes reducing property taxes, it's impossible to do.

You can badmouth Patty Ritchie all you want, but everybody in Albany knows she has been the most influential freshman in the legislature.

Why did Ms Ritchie fight the chance for the SLC legislature to raise the sales tax when in fact its only one of five counties in the STate at seven percent.. Why did Ms Ritchie fight and oppose the minimum wage raise in the state?? Why did Ms Ritchie fight to keep the Tug Hill commission in tact.. Its a usless agency that costs the taxpayers of this state millions every year.. Why is she fighting the raising of the thruway fees.. It would be much easier to present legislation to do away with the Thruway commission... Its because both of these commissions are full of politically appointed Republicans that are costing the taxpayers millions.. We can drive any other highway free but we have to pay on the thruway in order to pay these leaches...
I have yet to see her present or co sponsor any legislation to do away with any commision or any usefull cutting of expenses in this state...
These commissions are politcally appointed and unnecessary...
Strange that the Senators both parties have spouses also working on some of these commissions isnt it.... These were the things Patty Ritchie was supposed to stand for, not chili cookoffs and maple syrup legislation... SUNY here should be merged , prisons should be consolidated and yes some closed and school aid formulas must be re-engineered to support a minimum size district of at least 1000 students K-12 per district. Forcing mergers and centralization which will never occur under the current bloated ,inefficient and ineffective approach only continues to avoid making the right decisions for taxpayers and the middle class.

Patty singlehandedly blocked them. She refuses to let the New York City and Albany bosses tell her what to do.

Let's all remember, Darrell, Addie and the New York City Democrats relaxed the laws on drug dealers, criminals and child molesters during the two disastrous years the Democrats controlled the senate, the assembly and the governor's mansion. The Democrats emptied out the prisons, putting these miscreants in our neighborhoods. Then they claimed we needed to close prisons.

There you go again about a sales tax increase. Let me put it in simple terms. A sales tax increase would cost me $200 to $300 a year. It would cost my wife and I $400 to $600 a year. With my two teenagers, it would cost my family about $1,000 a year.
I already pay too much in taxes. Don't waste my time trying to suggest that it's got soomething to do with Canadians, poor people or colege students.
We local homeowners already pay the highest local taxes, property taxes, income taxes and fees of all sorts. I don't want to pay one more cent. That's why Patty Ritchie stood nup for me AND blocked this unnecessary tax increase. That's why sensible Democrats and Republicans are supporting her.
We have intention of giving the county $13 million, the single biggest tax increase in countyy history, so Sam Burns, Sally Brothers and fred Morrill can go on a spending spree and hire more of their friends, relatives and political hacks.
It's interesting that Addie hasn't gotten the bill passed either because she has no influence in Albany

Merging SUNY and Schools and consolidating prisons is my own belief . I have lived in NNY for 50 years voted Republican BUT KNOW the amount of duplication , overlap and out right WASTE that exists in all 3 of these systems. Moreover having run my own business i UNDERSTAND that things change and that overhead that is duplicative and redundant can no longer be supported by the taxpaying public .

Get your head s out odf the sand this is common sense NOT some NYC idea . Think for yourself instead of continuing to use the TIRED OLD its NYC controlling NNY LIE .

I live , pay taxes here and KNOW that these 3 systems are BLOATED inefficient and need to change . We pay WAY too much tax and these 3 systems are primary drivers of that expense and waste

It's always amusing the way people pose as Republicans on this blog so they can advance Democratic ideas.
1. The prisons in NNY are the most cost effective prisons in NYS. They have the lowest overtime, lowest absentee rates, lowest workman's comp costs, lowest inmate on inmate assaults, lowest inmate and Guard incidents, lowest "unusual" incident rate. Real business people look at the cost of doing business and close inefficient operations, not your most efficient operations. Keeping the prisons open in jefferson and St. lawrence County makes good business sense.
Closing inefficient downstate prisons like Staten Island is dramatically reducing state costs while providing the state the opportunity to make millions and millions on the New York city real estate.
Patty Ritchie brought these facts to light over the past two years. Even before she was elected, she was urging the commissioner to close the Staten Island prison.
Patty Ritchie understands how to make state government more efficient.

Instead of merging SUNY Potsdam and SUNY Canton, her effort to have them share duplicative services is helping them to become more efficient without sacrificing quality.

That's the kind of smart representation that Democratic operatives will never grasp and why Patty Ritchie has such broad based support.

1027.. I think you are confused.. The tug hill commission basicly was entirely appointed by George Pataki and some were appointed by Spitzer/Patterson.. The majority are fat cat Republicans sucking the lifes blood out of the taxpayers.. And may I add with the aid of Patty Ritchie...

Prisons and SUNY are neither cost effective or efficient when compared to Nationally Normed Benchmarks . Check real data out and quit emotionalizing the issue . We spend way too much per FTE student and per prisoner compared to other states .

As far as Potsdam and Canton cooperating it is mostly SYMBOLLIC and does little to actual permanently and significantly ELIMINATE the excessive duplication of both staff, facilities and redundant overhead .

Quit fabricating to suit your need to shill for Patty's puppet masters in Albany.

It's always amusing how these Democratic operatives try to convince people that closing North country prisons, psychiatric hospitals and colleges saves the state money when their goal is shift our jobs to New York City. They forget to mention that New York State wastes millions and millions of dollars paying $3,200 per correctional officer (300 to 500 per prison) in special bonuses to get people to work at the New york city area prisons. State Senator Patty Ritchie has repeatedly pointed out that closing these wasteful, poorly run and poorly managed prison downstate will give state taxpayers real cost savings and boost the state's economy by putting valuable NYC real estate back on the tax rolls with productive private sector uses.

A year and a half ago when our NC prisons were theatened, Senator Ritchie changed the debate by explaining why it was in our entire state's benefit to close downstate prisons while keeping our prisons open.

Her predecessor never grasped that we could offer concrete arguments why our prisons provided the best bang for the buck for all taxpayers.

SUNY Canton and SUNY Potsdam have already merged their financial officer. That is just the first step to sharing services. Sen. Ritchie understands that SUNY Canton has dramatically increased its enrollment by over 50 percent and brought millions of new dollars and new jobs to Canton and surrounding communities.

Ms Ritchie did NO favor for the taxpayers who foot the bill for the excessive duplication in any of the referenced systems . Canto serves many ON LINE some of which are are in FORIEGN nations and NYS taxpayers are subsidizing that !!!!!!!!!!!

Moreover quality assurance is questionable with ON LINE education . Who know with certainty who is on the other end of the computer ?

Check Nationally normed data to see just hoe much out of whack NYS is on costs per FTE students compared to other states .

In 2010 NY was ranked 14th in increases in financial appropriations - per FTE student andhad the second highest tax rate as a state in the comparison .

I say this.. Simply shut a prison down in Ogdensburg.. Shut the perv palace down in Ogdensburg.. Take your pick between Canton and Potsdam and shut one SUNY down and sav taxpayers money and grief..
Cut the Tug Hill commission, Cut the thruway authority.. Cut each Senators and Assemblys staff by at least three people. Cut the pensions from politicans. Cut the mileage thing for Assemby and Senators, they made their own choices.. If she gets these things done I might consider voting for her. Trouble is she wont and cant so why say she will...

They have instead chosen to CATER to UNIONS , FATCATS, Special Interests and other Government hangers on that have their snouts buried in the public trough and their hands in our tax pockets .

Patty Ritchie just showed me her morality when she endorced Matt Doheny for Congress..
Matt Doheny who has had several run in with law enforcement, twice arrested for Boating while drunk very abusive to the enforcing agent in fact had to be handcuffed during the arrest.. He just got engaged to be wed but we all know thats an election stunt to show how good a family oriented man he is.. About two months ago got caught on camera groping one of his aides while he was in Washington, then had his spokesman lie about the affair.. This man has absolutely no credibllity for family values however Patty endorces him.. Oh I forgot he bought her two years ago with a couple of very large contributions...

I think it's pretty clear that if the New York city machine is successful at their smear attacks on Patty Ritchie that they'll follow through on their attempts to close our prisons, colleges, psychiatric center and shift our money to NYC.

Let's consider a few facts.

The reason New York's statewide prison costs are out of line with national averages is New York taxpayers pay unnecessary $3,200 per person bonuses to staff inefficient, expensive to operate downstate prisons. Real business people don't propose closing their most cost effective and efficient prisons. Business people examine the facts.

Real business people realize that closing Sing Sing and the other downstate prisons would not only save taxpayers money but allow the state to reap hundreds of millions of dollars by selling the land. These downstate prisons sit on some of the most expensive real estate in the world. It's silly to close Ogdensburg, Riverview, Watertown, Gouverneur or Cape Vincent when the state's own studies show the NC prisons can not be redeveloped into new productive uses - just look at the vacant Ogdensburg psychiatric center buildings as an example of what would happen.

- 6 out of every 7 employee transfer requests in corrections involve staff asking to transfer to prisons located north of the Thruway. Real business people locate facilities where employees are available, not to expensive, high cost locations where employees don't want to live.

Concerning the colleges. If you were an actual business person, you would understand that SUNY Canton has been a pioneer in developing on-line educational opportunities. Attracting out of state and foreign students is good news because the cost of educating on-line students is a fraction of what it costs to educate students in a traditional bricks and mortar setting. When those foreign students and out of state students pay money, it helps reduce what we New York taxpayers have to pay.

A real business person would understand that the key to developing a successful business or college is to reduce the cost by increasing the number of customers served. As you increase your customer base (students), the cost of educating each is spread out.

A real business person would understand that SUNY Canton has been successful because its leadership has developed dozens of new 4-year programs that have attracted over a thousand new students. The development of the 4-year program is good for NNY because each of those students now stay here an extra two years (compared to when it was only a two year school.) Those students rent apartments, eat at our restaurants, shop at our stores.
Patty Ritchie understands why these matter and she has spent the past two years fighting the Senate Democratic operatives who want to close our schools, prisons, psychiatric centers and shift everything to their New York City political masters.

yada yada yada NYSE prison cost more than other states correctional programs ,Period end of story the data are clear . SUNY Canton UNLIKE a real business requires a massive state subsidy to operate unlike private colleges . I t is redundant and fat payers are subsidizing foreign students . the revenue does not offset the full operating costs including salaries , benefits , Capitol construction and other OFF budget item that are in addition to the regular stae operations section of the NYS executive budget

the facts are etIt simply costs way more than the national average to operate both these enterprises in NY and OUR taxes Are Considerably higher than competing states . solve the real problem and quit trying to defend maintenance of the status quo at taxpayer expense.

It seems you keep avoiding the real issue that the high cost prisons and colleges are downstate. Why is it that you keep dodging the facts.
If we want to cut costs, we close the prisons that cost the most to operate and that guarantee the best return to the taxpayer in terms of reuse.
Most Northern New York residents can see through your nonsense and understand that you New York City Democrats could care less about facts or fiscal realities.
You hate Patty Ritchie because she has brought facts and rationality to the debate.
Before Patty Ritchie exposed the facts, you had a lot of North Country people feeling guilty that they were defending our prisons, colleges and hospitals.
But it's now clear that the secret to reducing taxes is to reduce the cost of government operations by closing high cost facilities that are not cost effective to operate.
The New York City Democrats don't want us looking at the facts.
They don't want us to realize that we should be proud of the men and women who work in corrections, who risk their lives every day walking the most dangerous beats in America.

Patty Ritchie is proud of them and she will defend them with the facts and truth. That's why she's the overwhelming favorite going into November.

It is laughable that YOU CONTINUE TO LABEL ME AS A NYC OPERATIVE. I live 7 miles from where Ms Ritchie lives and have been here for 50 yrs .

It only goes to illustrate that you continue to deflect reality that many see thru the political nonsense and subterfuge you continually spin to preserve the special interest and fat cat constiuencies while throwing crumbs off the table to those of us who pay the bills.

The fact is NYS is NO LONGER competitve as far as attracting and maintaining private sector because certain politicians insist on fiercely defending high cost , duplicative services that are considerably more expensive to operate than other states programs .

Why not privatize the correctional services area -- other states have done that ?

If its all about HIGH cost then close one of the SUNYs they are not at THE minimum optimal ENROLLMENT of 6000 FTE STUDENTS as defined by the professionals who manage the system .

These two systems are low hanging fruit and should be pared to ameliorate the cost ineffectiveness and begin to optimize the operations to AT LEAST meet But hopefully EXCEED National Level benchmarks for peer level operations .

No the simple fact is this.. All prisons should have been privatized years ago.. Other states have done it and been sucessfull. It took only a Republican Governor and Senate years ago to almost certainly end any thought of this..
Patty however could introduce legislation and attempt to privatize them..
This sales tax issue I will admit is a touchy issue.. Normally I back it and think its good.. Only if new government isnt developed from the increase.. Wont happen with this board so I guess its best not to have it... Hoever Patty is supposed to be representing us not Grover Norquist and his pledge....

Sheldon Silver has made a very bold and direct statement recently that by the end of summer he will get his way and the minimum wage will be upped. This means Patty will be bowing to the Democrats (as you state) from NYC..
If she votes yes and it gets passed shes a hyprocite in the worst way.. Secondly if the Republican want the Star Tax increase to pass the Assemby then that would be a good trade of right.. So if Patty has any influence at all, we will get a minimum wage increase this year plus our star rebate...

Advocating for raising the "Minimum Wage' this summer shows that Assembly Speaker Sheldon Silver, acknowledges that minimum wage earners, have long ago hit the 'Ouch Point' in NYS. Politicians with ‘Tin Ears’ aren’t going to be in high demand this election. The voter and minimum wage earners in particular are screaming for help in these dark economic times. Let minimum wage earners throughout NYS be heard and let their Representatives prove they have heard the appeals of the needy for economic relief.

Let's see. New York State already has one of the worst business climates in the nation. St. Lawrence County's unemployment rate is over 10 percent, and one of the highest in the state.
Most sensible people agree that when you raise the minimum wage, a lot of employers will cut the number of minimum wage jobs they provide to make it possible for them to increase the wages of those they will still offer.
Let's consider the city of Ogdensburg as an example. If a minimum wage hike is passed, the city usually cuts the number of summer jobs it offers, but raises the hourly rate in keeping with the new rate.
Do you really think it's a good thing to make it tougher for people to find a job, raise the unemployment rate, and make New York State less attractive as a place to do business.
Just how bad a business climate do you want to create?
Move us from worst into some new worst of the worst?

I know the Republican Senate would like everyone to work for minimum wages no hospitalization, extended workhours, no safety on the job no job security, if you call in sick your gone.. Thats already been made abundantly clear...
They want to make a welfare state out of us... Now they want to take away public assistance, food stamps, lower medicare benifits. they want to do away with programs like WIC and planned parenthood, trash MS research and any other programs they can..

Business climate in NYS isnt there anymore and it started back when George Pataki was in office..
Bottom line in the real world is that Patty Ritchie run on a platform.. It wasnt hers it was Graham Wise that made it up.. Now its time for her to stand up for us in this County...
I also say that the board of legislators in SLC need to get this tax raise to public for a vote.. that should decide it one way or the other...
Come on now let one of her staff answer for her....

Wow! What a rant!

Hey, I know you can't wait to raise taxes on the rest of us, but I don't want to pay more taxes. I'm glad Patty Ritchie is standing up for normal people like me who are already paying too much in taxes.

Let's take a look at what Sally Brothers, Fred Morrill, Sam Burns and the rest of the Democratic crew are really up to. Last year they told us they would have to raise property taxes by 28 percent or lay off the road patrol, the planning office and the mental health agency if they couldn't raise the sales tax.

Guess what! Patty Ritchie stuck to her guns and the sky did not fall in. We still have a road patrol We still have a mental health agency. We still have a planning office. We still have a county government.

The county did not have to raise taxes by 28 percent.

And the county legislature was able to come up with an extra $1 million for a new computer system.


I think the public should be outraged that county officials were lying to us last year. They claimed it was the end of the world, that Armageddon was coming and it turned out it was just a big con job.

Don't let these people fool you again. Each of you will pay $200 to $400 each. If you have a spouse, double it. If you have kids, you'll pay more.

The county has made clear they have no intention of reducing property taxes. You'll just pay everything you are already paying, plus lots more.

Could be but only a True Republican would say that.. The rant is fact based on AMerican history..
Your right about the legislatufe with Forsythe, Lightfoot, Akins, and others being inept at times. They have no control over their spending. The Sheriffs road patrol should be trimmed to only whats necessary. The Sheriffs civil office could also use some trimming. The Correctional staff could be scheduled better and not so much time off given.. Yes these things are true but why arnt the voter up in arms? Because they dont care at this level. They should but they really dont.. We elected Patty Ritchie on the promise of reform, honesty and open government. We elected her to support us not Wall St and Grover Norquist and most of all the Rich NYC Republicans that she does..
We will know soon whose side shes on.. Silver said they the republicans in the Senate will pass the minimum wage law now we will see if they do... If she really wants the Star Rebate what better trade off, but she and the Republican majority in the Senate never gave any indication on how they will pay for the Rebate... Do You??? As Pattys staffer you must have some input into her agenda...
This is a very favorable blog site why dosnt she come on it once and a while.. She likes Facebook, Twitter and whatever gives her exposure why not here also.. We had councilmen and people running for council last year express their opinions here why ot Patty....
